Meanwhile, Kyiv Mayor Vitaliy Klitschko updated residents on social media.
He noted that the attack continued even as explosions echoed across the area.
AFP journalists observed flashes and clouds of smoke while people sought cover in the rush hour traffic.
The Ukrainian air force also issued a warning about a high-speed target approaching from the north, near the border with Russia.
Russian forces have increased drone and missile strikes on energy facilities in recent months.
This incident follows weekend attacks in the Kyiv region that caused deaths and damage.
In addition, efforts to start peace talks between Ukraine and Russia have stalled after recent developments involving the United States and Iran.
